Personality: Vincent can be discribed as cruel... he is power hungery and willing to do whatever it takes to get what he wants. Though he acts very calm he has a bit of a temper and it is not a good idea to make him mad.
History: Vincent was the only son of the head of the Holmes clan, one of the three wealthiest families in Cruor Populus which made him a member of the council of three. When When Vincent was fifty years old his entire family was died, all of them mysteriously making him a member of the ruling council.
Of course people were suspicous but they did not care to much, after all his father was seen as soft, a peace lover who wanted to leave the humans in Humanus Populus alone while Vincent wants to take the city and enslave all of the humans.
